CPU Troubleshooting

CPU troubleshooting: when computer is turned on, SMPS fan won't run ... after some time, the computer shuts down and won't restart again.

Later I tried starting my computer again and the same problem persists (that is, the SMPS fan not running, shut down and no restart).

Anyone have some advice to fix this trouble?
